전북지역에서 지난 5월 26일부터 10월 4일까지 마스크를 착용하지 않고 대중교통을 이용하려다 이를 제지한 운전자를 폭행하고 소란을 피운 승객들이 무더기로 법의 심판대에 올랐다.

 

6일 전북지방경찰청은 "최근 코로나19 감염증 예방을 위해 대중교통 내 마스크 미착용 시비 등과 관련, 1명은 구속하고 3명은 불구속 기소ㆍ2명은 공소권 없음 의견으로 검찰에 사건을 송치하고 현재 4명에 대한 수사를 진행하고 있다"고 밝혔다.

 

익산경찰서는 지난 8월 31일 낮 12시 45분께 익산의 한 아파트 인근 도로 정류장에 멈춰선 버스에 올라타 운전자 A씨(61)에게 폭력을 휘두른 B씨(56)를 특정범죄가중처벌법상 운전자 폭행 혐의로 구속했다.

 

B씨는 이날, 버스 운전자인 A씨가 마스크 착용을 요청하며 탑승을 차단하자 몇 차례 승강이를 벌인 뒤 '약국에 가서 마스크를 사 오겠다'고 주장하며 '기다릴 것'을 요구했으나 자신을 태우지 않고 버스가 출발한 것에 앙심을 품고 곧바로 택시를 타고 다음 정류장에서 기다렸다가 이 같은 범행을 저지른 것으로 드러났다.

 

또, 8월 3일 충남 공주시 정안알밤휴게소에서 마스크 착용을 요구하는 고속버스 운전자에게 폭언하는 등 소란을 피우며 완주 졸음쉼터 인근까지 버스운행을 방해한 40대 남성이 입건됐다.

 

이에 앞서, 6월 25일 전주 덕진 버스정류장에서 마스크 착용을 요구하는 운전자 멱살을 잡아 폭력을 휘두른 50대 남성 역시 불구속 기소 의견으로 송치됐다.

 

마스크 착용을 요구하는 운전자를 폭행하거나 운행을 방해하는 등 폭력적 방역 수칙을 위반한 범죄 유형을 살펴보면 운전자 폭행 및 상해가 60%를 차지했고 업무방해 2건ㆍ모욕 등 기타 2건 순으로 집계됐다.

 

가해자들의 연령대는 50대가 40%로 가장 많았으며 40대가 30%를 차지했고 가해자들의 성별은 모두 남성으로 발생 장소는 버스 내ㆍ외부가 70%로 나타났다.

 

진교훈(치안감) 전북경찰청장은 "폭력적 방역수칙 위반자의 경우 구속수사 등 강력하게 대응하고 있다"며 "대중교통 등 다중이용시설에서 마스크 착용은 코로나19 확산 예방을 위한 의무이자 타인을 위한 최소한의 배려인 만큼, 도민들의 적극적인 착용을 당부한다"고 강조했다.

 

한편, 오는 13일부터 감염병의 예방 및 관리에 관한 법률 개정으로 버스・택시 등 대중교통 운수종사자와 이용자는 마스크 착용이 의무화 되고, 30일간의 계도기간을 거쳐 11월 13일부터 '마스크 착용 의무화 행정명령'을 위반할 경우 최고 10만원의 과태료가 부과된다.

 

입과 코를 완전히 가리지 않은 이른바 '턱스크' 착용도 과태료 부과 대상이다.
