Gunsan Coast Guard 'Fourth Quarter 2020 On-Site Training'

Civil, government, military... Fishing boat rollover accident scenario setting'joint' response

Reporter Kim Hyun-jong

In order to effectively prepare for winter maritime accidents in the North Jeolla Province, Gunsan Coast Guard completed the last road training this year by conducting it to resemble actual battles on the 24th.

On this day, assuming that a fishing boat and a tugboat collided 3km west of Bieung Port, the basic training for disaster preparedness conducted jointly with the public, private, and military means that the survival time is shortened in case of distress in the sea in winter. It proceeded with focus.

A total of 4 organizations and organizations, including the Gunsan Coast Guard, Gunsan Fire Station, the 35th Army Division, and the Civil Maritime Rescue Corps, participated in the training, and 10 ships and 1 helicopter were put in.

In particular, the time, place, and accident situation were made private in advance in order to proceed with the training assuming the same situation as the actual battle.

The training begins with a notification message stating that a fishing boat with five people on board collided with a tugboat and was overturned and flooded, and the Coast Guard identified the location of the accident and the situation of human damage, and dispatched rescue forces to the site, unfolding in a pressing situation. By spreading the situation to related organizations, they began to prepare for a joint response.

Rescue forces arriving at the site unraveled the links one by one in a complex situation unfolding in real time, such as rescuing four drowners who fell into the sea while the fishing boat was overturned, and one survivor trapped inside the ship.

The training was conducted to effectively cope with manual procedures such as setting actual maritime accidents as scenarios ▲ search and rescue ▲ emergency patient treatment and transport ▲ marine pollution damage verification and control activities ▲ support for victims and survivors ▲ analysis of the cause of the accident and punishment of related persons.

In addition, as it was the last training conducted this year for the fourth time, the target time was shortened by 20% (5 minutes → 4 minutes), and the search for survivors trapped in the ship was also carried out underwater.

On the other hand, Park Sang-sik (Chief Chief) Gunsan Maritime Police chief said, "If a marine accident occurs in the winter when the water temperature drops and the northwest wind blows strongly, the perceived difficulty will inevitably increase at the rescue site, so we increased the intensity compared to the usual training." With the aim of creating the sea, we plan to increase our capabilities so that we can respond calmly to each situation according to the rescue manual, as in practice and practice in practice."
