Jeonbuk Governor Song Ha-jin attended the '9th Local Autonomy Day' ceremony held at the Ulsan Exhibition and Convention Center on the 29th as president of the Council of Governors of the Republic of Korea and emphasized the "necessity of decentralization that the people will feel" through a congratulatory speech.

In particular, he said, "This year is an important year in which the central and local governments have switched from an equal relationship to a cooperative partnership with the full revision of the Local Autonomy Act and the enactment of the Central Local Cooperation Council Act." It is necessary for the central government to concentrate more on fiscal decentralization towards balanced development so that the region will never be marginalized in this situation,” he emphasized.

On this day, Governor Song urged the swift enactment of the 'Decentralization of Autonomy 2.0 Ulsan Declaration' and the 'Decentralization-type constitutional amendment and (tentative name) 2nd Local Transfer Act' with the heads of the four regional councils on the same day, and jointly requested the four regional councils for this purpose. The statement was also announced.

Autonomy and Decentralization 2.0 Ulsan Declaration emphasizes that the central, local governments and local councils are partners in state management in the era of decentralization of autonomy 2.0.

In addition, it also included the contents of active cooperation so that the authority and financial resources necessary for the decentralization of self-government and balanced regional development are fully transferred to the provinces, and efforts are made to realize resident autonomy and resident sovereignty in name and reality.

The joint request of the four local councils contains a request from the government and the National Assembly to transfer sufficient finances and manpower to the provinces for the expansion of self-government affairs at the current level of 20% local autonomy.

In addition, it was proposed to the central government that the infant intensive investment project and the COVID-19 implementation cost be fully funded by the government, and agreed to make joint efforts with the administrative office of local councils on measures to expand the quota.

Meanwhile, at the '9th Local Autonomy Day' commemoration ceremony hosted by the Ministry of the Interior and Safety and organized by Ulsan Metropolitan City, there were 50 people including the heads of the four regional councils including Prime Minister Bu-gyeom Kim, Minister Jeon Je-cheol of the Ministry of Public Administration and Security, and Jeonbuk Governor Ha-jin Song, as well as officials from the government and local governments. The participants celebrated Local Autonomy Day and had time to reflect on the meaning of local autonomy and decentralization of autonomy.

'Local Autonomy Day (October 29)' was designated as a legal anniversary in 2012 to inform the public of the achievements of local autonomy, which has become the basis of resident administration.

It contains the meaning of commemorating October 29, 1987, the date of the revision of the current constitution, which contains the basis for the formation of local councils.
