【칼럼】산림자원의 활용, 임도(林道)!

봄철에 발생하는 대형산불로 인해 임도(林道) 설치의 확대가 사회적 이슈로 급부상되고 있다.

 

그러나 우리나라의 임도밀도 즉 단위면적(ha)당 임도설치 길이는 3.3m/ha(2019년 기준)로 다른 임업선진국가인 일본 13m/ha, 미국9.5m/ha, 독일46m/ha 등에 비해 턱없이 적다.

 

우리나라는 국토의 64%가 산림으로 이루어져 산림국가라 할 수 있다.

 

하지만, 그에 비해 임도 밀도가 적은 이유를 생각해보면 우리나라 산세가 급경사 암반지역이 많기 때문이기도 하지만 임도 설치를 환경훼손에 따른 난개발이라고 생각하는 일부 부정적인 시각 때문이기도 하다.

 

물론 무분별한 임도 설치는 산림훼손에 따른 공익적 혜택의 감소로 이어져 국민 삶의 질을 악화시킬 수 있기 때문에 지양해야 하는 것이 마땅하다.

 

물론, 임도의 순기능을 감안한다면 산림개발에 따른 환경훼손을 이유로 무작정 반대만 할 수도 없을 것으로 사료된다.

 

임도(林道)는 공도로서 산림과 산림을 연결하는 기능임산물과 인적자원 등을 수송하는 기능산림사업을 효율적으로 실행하기 위한 임업적 기능 등이 있다.

 

또 이러한 단순 기능 이외에도 임도는 산불이 발생할 경우, 진화차량 및 인력의 접근을 용이하게 하고 방화선의 역할을 수행해 산불피해 및 진화에 도움을 준다.

특히, 산림테마 임도는 산림의 휴양 및 치유 단지 주변에서 산림의 경관을 통한 휴식처를 제공하거나 산악스포츠 활동을 할 수 있도록 시설해 대국민 여가활동의 장으로 활용할 수 있는 임도 조성을 목표로 하고 있다.

 

필자는 앞선 기고에서 부안군 내 국립공원지역의 활용을 통한 관광자원 개발의 필요성을 언급한 바 있다.

 

산림테마 임도와 부안군의 관광자원이 연계된 숲길마실길 등의 관광코스 개발이 선행된다면 부안을 찾는 관광객들에게 보다 많은 볼거리를 제공할 수 있을 것으로 믿어 의심치 않는다.

 

이를 통해 지역 상권에도 긍정적 효과가 있을 것으로 기대된다.

 

또한 조성된 임도 주변으로 건강한 숲 만들기와 같은 연계사업 등을 추진한다면 일자리 창출 효과 역시 기대할 수 있고 산림사업 기반시설을 갖추게 되는 등 두 마리 토끼를 얻을 수 있는 결과를 가져올 것이다.
