국회 행정안전위원회 소속 더불어민주당 한병도(전북 익산시을) 의원이 집회 및 시위 주최자의 준수사항 요건을 강화한 내용을 골자로 '집회 및 시위에 관란 법률' 일부 개정 법률안을 3일 대표 발의했다.

이 개정 법률안은 집회 또는 시위의 주최자가 비방 목적으로 개인의 명예를 훼손하거나 모욕을 주는 행위, 반복된 악의적 표현으로 개인의 인격권을 현저하게 침해하거나 사생활의 평온을 뚜렷하게 해치는 행위를 할 수 없도록 규정했다.

특히 현행법에서 규정한 기준 이하의 소음이라 할지라도 반복된 악의적 표현으로 다른 사람의 신체나 정신에 장애를 유발, 상해를 입히는 행위를 할 수 없도록 규정해 국민 사생활과 인격권을 두텁게 보장했다.
