스카우트 운동(Scout Movement)은 1907년 베이든 포우엘 경이 다양한 계층의 청소년 20명을 모아 영국의 브라운시 섬에서 실시한 실험캠프서 시작됐다.

 

캠프를 통해 리더십 등을 강조하는 스카우트 특유의 반제도(Patrol System)를 교육하는 등 전 세계 최초의 체계화된 청소년교육이 시작돼 100년 이상을 이어오면서 청소년 교육 방법을 정립해 발전시켜 왔다.
