ColumnWorld Scout Jamboree Safety Management Guidelines

Ahn Byung-il = Secretary General of the Korea Scout Federation & Director of Planning and Coordination Headquarters at the 25th World Scout Jamboree

The World Scout Jamboree Regulations are established by the presiding federation in consultation with the Secretariat of the World Scout Federation and the World Scout Board, taking into account local laws and the international scale of the event.

The Jamboree Rules apply to everyone in the Jamboree, including participants, unit leaders, operating personnel (IST), external support staff and visitors.

The delegation and the Jamboree constituent team must ensure that these rules are respected.

The presiding federation is obligated to make decisions with final responsibility after consulting with the head of the relevant delegation regarding violations of the regulations.

As an appropriate principle of implementation of the Jamboree Regulations, the following documents should be provided for communication.

It is an adult code of conduct that includes a clear explanation of the participant's age-appropriate and educational participant code of conduct and the Safe from Harm policy.

In addition, the lead federation should develop a child protection policy for the Jamboree in consultation with the Secretariat of the World Scout Federation.

Relevant local laws and events should be considered at the international level, and this policy aims to protect the well-being of all youth participating in the Jamboree by protecting them from danger.

In addition, specific health issues require that local regulations regarding illegal possession or consumption of drugs apply to the Jamboree.

Possession and ingestion of the following substances under any circumstances is strongly prohibited.

These include amphetamines, cannabis, cocaine, opiates, other antipsychotics, and abuse of volatile solvents.

The use of alcohol is not permitted within the Jamboree Site.

A few exceptions may be used after obtaining a permit within a limited area for adults, depending on the customs of the host country.

Alcohol consumption should ensure that adults do not affect their ability to perform their role.

The use of tobacco products is also strongly regulated.

Delegation leaders should receive information in advance and ensure that these policies are communicated to participants, unit leaders, delegation staff, and IST in an appropriate manner.

For participants and adults, the Jamboree participation fee should at least include medical treatment for minor illnesses or accidents and, if necessary, minor surgery or treatment during the event.

Recognizing that this can be achieved through the provision of health services in the country, the leading federation prepares health care services that meet international standards.

The Organizing Federation should ensure that participants have appropriate health insurance before arriving at the Jamboree.

The Organizing Federation must notify the NSO at least two years prior to the Jamboree about health care and medical services that are possible or not possible with the Jamboree participation fee.

In addition, the host federation must operate a Jamboree Hospital within the Jamboree Site.

The purpose of operating the hospital is to prevent, as far as possible, patients from leaving the Jamboree to medical facilities outside the Jamboree.

Hospitals must provide sufficient staff and facilities to deal with the influx of patients and anticipated issues, and provide healthcare services that are of sufficient size and meet international standards.

In addition, detailed types of issues and the number of patients can be checked through the host federation and the World Scout Federation Secretariat with experience in hosting the World Scout Jamboree.

Hospital staff and other health care facilities must be operated in a variety of languages so that patients can communicate and diagnose effectively.

The Leading Federation should ensure a robust and clearly explained first aid and injured movement process for participants and IST in all regions.

Program areas other than the Jamboree Site are also included.

In addition, the host federation should ensure sufficient facilities for the movement of patients to the Jamboree Hospital so that minor issues can be resolved at the first aid point.

The host federation must establish a first aid facility that is sufficiently mobile for IST and participants who cannot go to the designated first aid point.

In particular, the lead federation should establish a risk management plan for the World Scout Jamboree.

This should include a thorough risk assessment and risk management plan in the preparation and operation phases of the event. Details of evacuation from part or all of the Jamboree Site are also included.

Also, for the World Scout Jamboree, at the decision-making level, the World Scout Board can be represented as a crisis management agency.

The leading federation must subscribe to public liability insurance for crisis management during the Jamboree.
